With Decree No. 219 of 26 November 2025, which entered into force in January 2026, the regulatory framework governing metrological controls of water meters has been substantially updated, introducing a simplification that will have concrete effects across the entire market.

From an operational perspective, the first impact is a reduction in regulatory complexity. The elimination of distinctions between mechanical, static and venturi-type water meters allows operators and utilities to work within a clearer and more uniform regulatory framework, simplifying the planning of verification activities and reducing the risk of inconsistent interpretations.

A single verification deadline makes the management of the meter fleet more straightforward and facilitates coordination among operators, suppliers and inspection bodies.

The extension of the verification interval also has a direct impact on asset management strategies. With longer cycles, planning can no longer rely solely on regulatory deadlines, but requires greater attention to long-term metrological quality, performance stability and data reliability throughout the entire life cycle of the water meter.

In this context, the ability to maintain consistent performance over time becomes a key factor in ensuring operational continuity and service quality.

From a cost perspective, the new framework may translate into a reduction in operational burdens related to periodic verifications, with fewer field interventions and a more efficient use of resources. However, this benefit is real only if supported by measuring instruments designed to last over time and to ensure accuracy and reliability even across longer time horizons.

The MGrid platform is accessible via web browser from a PC and allows exclusive access to authorized users only, with visibility limited to the assigned devices.

This model combines operational simplicity with data security, in line with best practices in data governance and information protection requirements.

The new UI allows users to:

• view and analyse data from each individual device
• support network control and maintenance activities
• ensure continuity and reliability in billing processes

On 28–29 May 2025, the tenth edition of Servizi a Rete TOUR took place at the Brixia Forum in Brescia — the benchmark event for the underground utilities sector, organized by Servizi a Rete, a 4Pixel network, in collaboration with A2A Ciclo Idrico S.p.A.
The main theme of this year’s edition: “Safe networks. Projects looking to the future for a more effective management of water resources.”

Digitalizing to manage better

Within the session dedicated to monitoring, Valerio Carta, Head of IoT Business Development at Maddalena S.p.A., presented the project “Digitalization of Measurements and Data Analysis: The Acque Bresciane S.r.l. SB Experience,” developed in collaboration with A Acque Bresciane  and CPL CONCORDIA.

The presentation demonstrated how technology can serve as a strategic ally in the efficient and sustainable management of water, transforming consumption data into actionable insights that enable timely decisions and targeted interventions.

The project in brief

• Replacement of 36,000 traditional meters with static smart meters equipped with LoRaWAN and wM-Bus communication.

• Implementation of a dedicated network enabling accurate readings, real-time monitoring, and leak reduction.

• Adoption of the Central Acquisition System (SAC) for the intelligent management of data and its integration into corporate systems.

At the technological core of the project is the new ElecTo SONIC ultrasonic meter, featuring an electronic register and integrated multiprotocol radio, also available in an NB-IoT version.
A device designed to ensure traceability, interoperability, and real-time data communication, meeting the efficiency and sustainability needs of modern utilities.

From March 25 to 27, 2025, Maddalena S.p.A. took part in the Specialization Course on Water Systems Management, hosted at the Hotel Vittoria in Brescia. The initiative, structured into four thematic sessions, offered an important opportunity for dialogue and updates on digitalization, innovation, and investment in water systems.

We actively participated in the second day, Wednesday, March 26, dedicated to the theme “Innovation and Investment in Water Systems”, with a joint presentation alongside Acque Bresciane.
Alberto Pecile, Sales Director Italy at Maddalena S.p.A., and Ettore Acerbis, Technical Director at Acque Bresciane, presented the project “Smart Water Ecosystem”, a tangible synergy between Smart Meters, the Network, and the Advanced Central System (SAC).

A targeted and technologically advanced initiative aimed at addressing the challenges of data collection and network efficiency in the municipalities of the Brescia province.
The project plans to replace 36,000 traditional meters with static smart meters featuring LoRaWAN/wM-Bus connectivity by 2026, ensuring accurate readings and efficient communication over a dedicated network.
A concrete step towards a smarter, more sustainable, and integrated water management.

To date, Maddalena S.p.A. has supplied over 15,000 Smart ElecTo SONIC meters for the project, offering integrated data communication thanks to innovative electronic clockwork with multiprotocol radio technology.

Among the key strengths of this multi-stakeholder project are: the appointment of a dedicated project manager for each area (meters, network, and SAC), the organization of a kick-off meeting to share timelines and align expectations, bi-weekly meetings to monitor development progress, the definition of KPIs and checklists for validation (including the SAC component), and continuous engagement with all stakeholders of the authority to effectively gather and integrate requirements for data usage.
